What Will You Do to Solve This Fiber Cable Installation Problem?

China Unicom cable installation team got a little problem when install fiber cable inside telecom pipe, here is the situation as below:

Situation 1: There is a silicon core tube 40/33mm underground.

Situation 2: There is a GYTA-48cores fiber cable already in the silicon pipe.

Plan: Pull another fiber cable GYTA-144cores inside the silicon pipe 40/33mm by cable pulling machine and fiberglass duct rod.

Step 1: Pushing the fiberglass cable rod by cable pulling machine from manhole 1 to manhole 2.

Step 2: Connect the fiber cable head with the duct rod head and pulling the cable from manhole 2 to manhole 1.

However, the duct rod was blocked and cannot go any more when arrived the 20m point, the team decide to pull the duct rod out and insert the fiber cable head directly and trying to push the fiber cable into the silicon pipe from manhole 2 to manhole 1, but the fiber cable get blocked too, the team have to pull the fiber cable out.
